TCA now has three different ways that clients can complete the LIHEAP process.

1. Online - Clients may complete an application online and submit with the required documents. Access the application by going to our website at

2. Pick -up & Drop Off - Clients may pick up an application packet from TCA LIHEAP box, located outside of 1410 S. Jefferson Davis Parkway. The packet contains the application instructions, the application, frequently asked questions, and document checklist. Completed applications with the required documentation can be returned to the LIHEAP Drop Off mailbox –located INSIDE 1410 S. Jefferson Davis Parkway. Telephone Access - Senior and Disabled clients needing assistance completing their application can call theTCA automated phone scheduler at 504-882-7181 or use this online scheduler to schedule a telephone interview with a staff member to complete the appointment scheduling process. Be sure to leave a valid telephone number as our staff will be calling on the date and time of your scheduled appointment to process your application. If you wish to get additional information regarding the LIHEAP program qualifications or information regarding your Entergy bill you can call 504-875-2653 and speak to an Entergy / LIHEAP representative.

List of Docs to Bring

Failure to bring all required documentation with you to your appointment will delay your assistance. We require below documents:

  • Valid Driver License or State ID
  • Social Security Card (all members of the household)
  • Proof of Residence:
    • Non-Public Housing; Deeds, Home Exemption document, Lease or Rent Receipt
    • Subsidize Housing Document or Section 8 Resident Work sheets (All residence documents must be signed by Caseworker or Landlord)
    • TCA Contribution letters with a copy of a valid ID of the person making the contribution (The contributor cannot be a LIHEAP recipient)
    • Last four Consecutive Check Stubs, Unemployment Benefit printout
    • Current year Benefits Award Letters (Social Security, SSI, Veterans, Pension)
    • Self-Employed - Prior Tax Year Return
    • Recently Laid off: Letter of Termination
  • Food Stamp Printout (Issuance date must be within 30 days)
  • Energy Bill /Disconnect Notice (Crisis Only)
  • Household members 18 years or older with no income must complete a Zero Income form and have a valid ID.

Please Note: Crisis Service is available only once every 12 months
